The Wakarusa Music Festival has had its share of troubles since day one when it started out in Lawrence, Kansas. Harassment by the local police, rent hikes of 800%, and an unrealistic attendance cap that could have been doubled (if the locals realized what was good for their town's economy) all plagued the small fest's organizers.
