Coachella headliner Phoenix will join Dinosaur Jr. at a special concert to launch FILTER magazine's Culture Collide festival Oct. 9-12. The festival, which annually has brought internationally talent to various venues throughout Echo Park, will kick off Oct. 9 at the L.A.
